SPC Group, led by Chairman Hur Young-in, the parent company of Paris Baguette, has finalized its investment in a new bakery plant in Texas, marking a major milestone in its U.S. expansion.
The company has secured a 150,000-square-meter (approx. 45,000 pyeong) site at Highpoint Business Park in Burleson, Johnson County, Texas, for the construction of the facility. SPC Group’s investment plan and government incentives have been officially approved by local authorities, and the final incentive agreement was signed on January 27 at the Johnson County Courthouse, with Hur Jin-soo, President of SPC Group, and Diana Miller, Director of Economic Development for Johnson County, in attendance.
Prior to this, Chairman Hur Young-in and President Hur Jin-soo visited the United States on January 20 (local time) to attend the inauguration of President Trump’s second term in Washington, D.C. During their visit, they held meetings with U.S. government and business officials to discuss economic cooperation and investment opportunities. Chairman Hur also convened a meeting with executives at Paris Baguette America’s headquarters to conduct a final review of the bakery plant investment. An SPC Group representative stated, “The decision to establish a U.S. bakery plant is a reflection of Chairman Hur Young-in’s strong commitment to global business expansion. With the second Trump administration now in office, we are accelerating our investment strategy while taking into account the evolving global trade environment, tariffs, and U.S. industrial policies.”
Texas offers excellent logistical access across the United States, as well as to Canada and Central America. In particular, Burleson is part of the Dallas-Fort Worth Metroplex, the largest urban area in Texas, providing a favorable employment environment.
SPC Group plans to invest $160 million to establish the bakery plant in this location. Construction is set to begin this summer, with completion targeted for the second half of 2027. Local governments, including Johnson County and the City of Burleson, have agreed to provide $10 million in incentives for Paris Baguette. Additionally, the state of Texas will offer tax benefits on equipment purchases required for the plant’s construction, bringing the total incentives to a maximum of $14 million.
The SPC Texas plant will serve as a production hub supplying bakery products not only to the rapidly expanding Paris Baguette stores in the U.S. and Canada but also to future markets in Latin America. The facility will initially be built in the first phase with a total floor area of approximately 17,000 square meters (5,200 pyeong). As Paris Baguette expands its business, the plant will be further extended to 28,000 square meters (8,400 pyeong) by 2030, enabling an annual production capacity of 500 million baked goods. The plant is expected to create approximately 450 jobs, making it one of the top five largest employers in Burleson.
With the establishment of this plant, Paris Baguette’s North American business is expected to gain significant momentum. Currently, Paris Baguette operates over 210 stores across North America and aims to open 1,000 stores by 2030. This year alone, the brand plans to expand from 29 states to 35 states and open over 100 new locations. Paris Baguette has consistently ranked among the Top 50 franchise brands in the U.S., as recognized by major local media outlets. Recently, it was ranked 42nd in the ‘2025 Franchise 500’ list published by Entrepreneur, a leading U.S. business magazine.
SPC Group expects the Texas plant to maximize production and logistics efficiency while enhancing product quality. The facility will also include a training center for local franchise owners. In addition, the company is considering utilizing the plant as a strategic hub for SPC Samlip’s North American market expansion and localization efforts, further strengthening SPC Group’s global business synergy. SPC Samlip is actively expanding exports of K-food products such as Hoppang (steamed buns), cream-filled bread, and Yakgwa (traditional Korean sweet pastry) across North America.
